Imagine if they were suffering economic sanctions, and couldn't buy any vaccine (presuming they had the sense to!). Tony Blair may survive the FMD outbreak in this country, but imagine what would happen to the leader of that country...... On March 18, 1999 chief U.N. inspector Richard Butler said that Iraqi laboratory equipment destroyed by U.N. weapons inspectors was used to produce biological weapons and not vaccine to fight foot and mouth disease, as claimed by Iraq. There's no way for us to tell if he was right, but Scott Ritter, former head of the U.N. arms inspection team in Iraq, went on the NBC Today show on December 17, 1998 to say, "The U.S. has perverted the U.N. weapons process by using it as a tool to justify military actions, falsely so. ... The U.S. was using the inspection process as a trigger for war."

BOYLE, Professor of International Law at the University of Illinois has pointed out that America wantonly violated; the Hague Regulations on Land Warfare of 1907; the Declaration of London on Sea Warfare of 1909; the Hague Draft Rules of Aerial Warfare of 1923; the Four Geneva Conventions of 1949 and their two Additional Protocols of 1977; as well as their international crime of Genocide against the People of Iraq as defined by the International Convention on the Prevention and Punishment of the Crimes of Genocide of 1948 as well as by the United States' own Genocide Convention Implementation Act of 1987. "Finally, and most heinously of all, these Defendants actually perpetrated a Nuremberg Crime against their own troops when they forced them to take experimental biological weapons vaccines without their informed consent in gross violation of the Nuremberg Code on Medical Experimentation that has been fully subscribed to by the United States government." He said. It is a well known fact that most of the targets were civilian facilities. The United States intentionally bombed and destroyed centres for civilian life, commercial and business districts, schools, hospitals, mosques, churches, shelters, residential areas, historical sites, private vehicles and civilian government offices. In aerial attacks, including strafing, over cities, towns, the countryside and highways, United States aircraft bombed and strafed indiscriminately. The purpose of these attacks was to destroy life and property, and generally to terrorise the civilian population of Iraq. The net effect was the summary execution and corporal punishment indiscriminately of men, women and children, young and old, rich and poor, of all nationalities and religions. Many people have suggested that in order to 'compound' the effect they were having on the morale of the Iraqi people, and to force Sadaam Hussein out of office, they also introduced the dreaded 'screw worm' to Iraq.
The screw worm is native to North and Central America, and one screw worm fly can lay up to 400 eggs at a time, they can hatch into larvae in as little as 12 hours. A single adult female can lay as many as 2,800 eggs during its 31-day lifespan. It is known to be responsible for the spread of foot an mouth and other animal diseases.The United States successfully wiped out most screw-worm fly populations in the Americas by mating it with sterile males, producing eggs that did not hatch. Worldwide population was limited to deep rain forests, and countries like Papua New Guinea. In 1971 the Screw worm became a fascination of president Nixon, who wanted a special breed that would destroy drug plantations. A plan was drafted to introduce the worm to Laos and Pakistan, from where it would soon spread to Burma and Afghanistan, and "be expected to destroy the world's poppy crops within a year." The plan was never actioned.
But in 1989, the fly mysteriously re-emerged in the more dry confines of Libya, which at the time was America's most hated enemy. The flies spread sporadically throughout the Middle East. The screw worm was unknown in Iraq until September 1996, when it suddenly appeared near Baghdad and spread throughout the country. George Pumphrey does research on US foreign policy, including the repeated use of biological weapons against the US' declared enemies, and in a 1999 Independent article, he said that, "Iraq is but the latest victim in what appears to be a deliberate introduction of the screw-worm as a biological weapon."
